Ever since Syria’s loss of the Golan Heights to Israel in the June 1967 Six Day War, the strategic plateau has been a matter of contention between the two states. Immediately after the war, Israel offered to withdraw from the Heights in exchange for a peace treaty, but was rebuffed. Subsequently, Israel established a civilian presence on the plateau and in December 1981 decided to extend Israeli law to the area – a de facto annexation.
Armed non-state actors who fight from within the territory of weak or failed states are undermining the concept of sovereignty. A new standard should be set for states requiring them to adhere to "responsible" sovereignty, and this should preclude the establishment of a new failed state in the West Bank and Gaza.
The proposal that Israel should take a leading role in reducing the importance of oil is a clear case of transgression against the ethical imperative, which fully applies to strategists, "first, do no harm." Israel’s involvement in such a campaign is sure to destabilize the Middle East and stamp Israel as "enemy number one" of all oil rich countries.
