Background

In October 2021, the BESA Center won a major grant of €380,000 funded by the European Union (Erasmus+) to conduct research on the era of hybrid warfare. The HW-Hybrid Warfare Project, a pioneering global partnership, is designed to assist decision-makers, military leaders, diplomats, and private citizens in understanding the array of threats facing our security, resilience, and sustainability in this new and complex era.

BESA’s grant proposal was submitted to the Erasmus-European Union International Cooperation program in May 2021 and selected as the winner in October 2021. The HW-Hybrid Warfare Project aims to provide a conceptual framework for better understanding and visualizing current and future conflicts in the hybrid era, which is characterized by a blurring of borders and lack of hegemony in international and military systems. The project seeks to develop academic and professional curricula to increase awareness and knowledge of the many faces of hybrid conflict.

The Vision

The project’s vision is to provide wide-ranging and multi-disciplinary lectures and textbooks to be used by institutions of higher education, military academies, civil services, and police forces in the complex, diverse, and little-known forms of warfare that are found in the hybrid era. Due to its specialization on national security and international relations, it was decided that the project would be conducted at the BESA Center on behalf of the University of Bar-Ilan. It will be managed by Dr. Shay Attias, a senior researcher at the BESA Center.
