Besa Center Director Dr. Eitan Shamir and BESA Senior Researcher Major General Gershon Hacohen participated in The Philip Merrill Center for Strategic Studies at Johns Hopkins (SAIS) US-Israel workshop on the “Changing Character of War”, held 28-29 March 2023. The delegations included senior experts from the academic, think tank, military and government communities.
