West Bank

The proposed transfer of significant parts of Area C to the control of the Palestinian Authority (PA) will be detrimental to Israel's national interest, if only because these territories are almost completely devoid of any Palestinian population. As such, they afford not only a strong security grip but the possibility of extensive Jewish settlement without threatening Israelโ€™s Jewish and democratic character. Prime Minister Yitzhak Rabinโ€™s meticulous and detailed demarcation of Area C in the Oslo Accords underscores the great importance he accorded to Israel's continued retention of this territory.
The night of January 17, 2018, we were witness to another reminder of the success of the hard-hitting strategy adopted by the IDF towards the Arabs in the West Bank โ€“ and the failure of containment in Gaza.ย  In Jenin, the murderer of Rabbi Shevah was killed and at least one other terrorist apprehended eight days after the crime. Gilad Shalitโ€™s abductors were never punished and his abduction led to the release of over 1,000 terrorists. The lesson: peacemaking must be from the ground up.
Only in the โ€œIsraeli occupationโ€ could such an event have taken place: an Israeli officer and his NCO, standing near a home in a village near Ramallah, stood passively as they were verbally assaulted, slapped, and kicked. The IDF must not only not adopt a turn-the-other-cheek doctrine but should prosecute those involved in such provocations to the fullest extent of the law.
Israel is not facing a dilemma about how much, if any, land to give up from the West Bank, because the Palestinians will not agree to take land and cannot be forced to do so. The Palestinian community sees peace with Israel as defeat in their 100-year struggle. Continued Israeli occupation is one of the Palestiniansโ€™ best weapons against Israel, and they will not give it up while their war to eliminate Israel continues. Israelis should recognize that since the Palestinians are forcing Israel to continue the temporary but long-term occupation, Israelis need to a) cooperate in reducing the moral and other costs of that occupation; and b) stop telling the world that Israel could choose to end the occupation. The occupation, like the need for military strength and to absorb casualties, is part of the price Israel has to pay to live here. Maturity means being able to go forward with no solution in sight.
The understandings reached between the Trump administration and the Netanyahu government, and approved by the Israeli Security Cabinet (despite some protests), show that a reasonable program of settlement construction is not the root of all evil in the region. In fact, a peace deal is more likely if space is given to the mainstream settler community. The new understandings overturn the language of UNSCR 2334 and the "purist" interpretation of "international legitimacy." Such a return to the recognition of existing realities โ€“ which was granted in the exchange of letters between Bush and Sharon in April 2004 โ€“ would help all sides come closer to a realistic compromise.
